When to Call 911

  • Someone is hurt or very sick
  • You see a fire or smell smoke. Sound the fire alarm to evacuate occupants
  • You see something suspicious, someone hurting someone, or someone stealing something
  • You need emergency help for any reason
  • If hearing or speech impaired, use TDD to call 911.

How to Call 911

  • Stay calm. Don't get excited. Take a deep breath.
  • Dial 9-1-1 immediately. Don't wait for someone else to call.
  • Tell the person who answers the phone exactly what's wrong.
  • Give the address of the emergency, the phone number you are calling from, and your name.
  • Don't Hang Up until the person on the telephone tells you to. You may need to provide more information to help the fire, police, or ambulance service. You will be told what to do until help arrives.

Calling 911 From a Cell Phone

Because cell phones will not always connect to the closest 911 call center, please program the University Police 24-hour Emergency Number into your cell phone: 573-651-2911. Call this number to report a campus emergency or crime from your cell phone to ensure the quickest response.

Enhanced 911

Enhanced 911 displays the caller's number and location to expedite emergency responses even if the caller is unable to speak or understand what is being said. All emergency calls originating on the campus and within University jurisdictions are handled by the Department of Public Safety.

Campus Security/A Shared Responsibility

Your safety and security are of utmost importance to Southeast Missouri State University. Numerous people and resources on the campus and in the Cape Girardeau community are dedicated to the goal of providing you with a safe learning, working, and living environment.

You can play a vital part in helping to assure that the Southeast campus is a safe place to live and work by being aware of and actively participating in the University's safety policies and procedures. The following information is provided to you as part of Southeast's commitment to safety and security on campus.

The Campus

Southeast Missouri State University is a community of approximately 9,000 students and approximately 1,000 faculty and staff employees who provide instructional and other related services to the students. Classes are conducted six days a week consisting of day and evening hours. The University campus encompasses over 400 acres and approximately two million square feet of buildings. The University is part of the Cape Girardeau community which has a population of approximately 35,000. Campus safety is a serious consideration at Southeast Missouri State University. Crime is a national problem that affects even the rural area around Southeast Missouri State University. The University is a relatively safe campus; however, the University community and visitors should be aware that the potential for crime exists on our campus as it does throughout society.

Reporting Crimes and Emergencies

Department of Public Safety

The Department of Public Safety is the University's primary unit for supporting the personal safety of students, employees, and visitors. The Department of Public Safety is located at 1401 North Sprigg Street, in front of the Show Me Center. The Department consists of four major units: University Police, Parking Services, Emergency Preparedness Planning, and Transportation. The police division consists of 16 trained, state certified peace officers, most of whom hold bachelor's degrees in criminal justice or related fields. Officers are state certified and hold police commissions through the state of Missouri and the city of Cape Girardeau.

Reporting Crime

The Department of Public Safety makes numerous efforts to encourage the University community to report crime. The Department attempts to accomplish this by Crime Prevention presentations and brochures, emergency telephone extension 911, campus watch line, and the Public Safety general business number. Students and employees should promptly report criminal activity, suspicious behavior, or any other emergency to the Department of Public Safety.

Campus Watch Line

A campus watch line is provided for anyone who may wish to report crime or suspicious activity anonymously or provide confidential information about crime.

Emergency Call Boxes

29 emergency call boxes have been placed in strategic locations around campus. The emergency phones are identified by large vertical "emergency" signs. Pushing the call box button initiates a 911 emergency call to the University Police Communications Center.

Lighted Corridor

A lighted corridor was established to help create a safe campus environment. The lighted corridor concept attempts to channel students into the safest and most heavily traveled traffic areas of campus. The emergency call boxes are located along the lighted corridor.

Department of Public Safety Response

The Department of Public Safety has University Police Officers on duty 24 hours a day, seven days a week, working foot patrol and vehicle patrol throughout campus. The Department is responsible for Building and Ground Security, Dispatch/Radio Communication, Parking Enforcement, Night Shuttle Service, Crime Prevention, Emergency Medical Response/First Aid Services, Residence Hall Uniformed Security Program, and the Student Watch and Escort Service (SWES). A University Police Officer responds to all reported crimes and investigates in a timely manner. Alleged violations of local, state, and federal law are referred for prosecution. Possible violations of The University Code of Conduct are forwarded to the Office of Judicial Affairs.

Emergency Medical Response and First Aid

The Department's Police Officers are trained in emergency first aid and respond to any medical emergency on campus. The officers contact and assist the Cape County private ambulance service if transportation to a local hospital is needed.

Timely Notification of Crime

Timely advisories are made to the University community when known crime risk may endanger students or employees. This is completed by using one or more of the following: Submitting advisory and prevention information to administrative staff for distribution; preparing, posting, and distributing bulletins; initiating press releases; or providing crime summary information to the campus newspaper and local city newspaper.

Crisis Response Team

The Center for Health and Counseling provides a crisis response team. The team is comprised of trained Student Affairs professionals (crisis coordinators on-call) who rotate on-call duty. The team provides an immediate crisis response and intervention and coordinates follow through, during and after a crisis. The Department of Public Safety communicator will contact the Team when warranted.

Campus Judicial Affairs

All students are obligated at all times to assume responsibility for their actions. Alleged violations of the Code of Student Conduct are adjudicated in accordance with established procedure. For further information about the judicial system, contact the Office of Judicial Affairs.

Access to Residence Halls

The residence halls are open to residents and their guests. The residence halls have a main desk staffed daily. Residence hall exterior doors are locked from 12:00 p.m. to 7:00 a.m. Only residents are issued keys for access after hours.

Access to Residence Hall Rooms

All residents are provided with room, lounge, and outside door keys. All rooms within the residence hall have door locks and telephones. Students may deny access to their room if concerned about an individual and contact Residence Life or the Department of Public Safety for assistance.

Staffing

Student community advisors reside in each residence hall community. A community advisor is available from 7 p.m. to 7 a.m., seven days a week. Each residence hall also has a Hall Director and Assistant Hall Director who live in the hall. The Towers Complex front desk is staffed 24 hours a day, seven days a week.

Guests

Residents are responsible for informing guests of appropriate University and Residence Life policies. The host is responsible at all times for the actions of their guest while on campus. The maximum allowable guest hours are determined by the Residence Hall Association.

Maintenance of Facility Security

The University's Facilities Management is responsible for maintaining the campus buildings and grounds. Employees respond promptly to reports of potential safety and security hazards. You are encouraged to call Facilities Management if you see any hazards, lighting problems, or have any specific concerns.

Security Awareness and Crime Prevention Programs

Escort Service

The department provides a Student Watch and Escort Service (SWES) on campus available to students upon request. Students can contact SWES for an escort.

Night Shuttle Service

The department provides a night shuttle van service for students. The shuttle operates from 5:00 p.m. to 2:00 a.m., seven days a week while school is in session. The shuttle service makes eight designated stops on a regular schedule throughout campus.

Crime Prevention Programs

Crime prevention presentations and programs are provided to the University community and the surrounding area. Presentations are available on sexual assault, burglary, alcohol and drugs, residence hall crime, vandalism, bicycle crime and safety, child abduction and abuse, robbery, and several other topics.

Crime Prevention Brochures

To educate and inform the University community about crime and crime prevention, the Department provides twenty crime prevention brochures to the students, staff, and public.

Campus Alarm System

The Department's communication center monitors several alarm systems on campus. The communications center monitors and dispatches University Police Officers to fire alarms, intrusion alarms, and panic alarms.

Property Engraving

The Crime Prevention Unit provides a property engraving service to students and staff. Property engraving is available at the Department's headquarters or an engraver can be loaned for a short period of time.

Security and Safety Surveys

The department conducts surveys of campus parking lots, exterior lighting, exterior building doors, campus grounds, etc. Work orders are completed for identified problems and repairs.

Locking of Facilities

The majority of University academic and administrative facilities are locked by a specific time (between 10:00 p.m. and 12:00 midnight). Employees need current University Identification and others need a valid building pass to remain or enter after a building is closed. The academic and administrative buildings are patrolled by campus officers after closing.

Law Enforcement Authority and Interagency Relationships

The Department of Public Safety has the primary responsibility for all law enforcement and safety on campus and has developed a close working relationship with the Cape Girardeau Police Department and the Cape Girardeau County Sheriff's Department. The Board of Regents has delegated authority to the Department of Public Safety to enforce University rules and regulations, as well as municipal and state laws. University police officers have full police authority on all properties owned or controlled by the University and have authority within the City of Cape Girardeau. Cape Girardeau Police Department and the Cape Girardeau County Sheriff's Department have jurisdiction on campus and can be asked to assist by the Department of Public Safety. This working relationship with local authorities allows the Department to monitor and report criminal activities of students at off-campus student organizations and/or student activities. The Department maintains a liaison with other local, state, and federal law enforcement agencies. The Department of Public Safety meets with these departments on a formal and an informal basis and on specific issues as the need arises.
