MINUTES OF THE FACULTY SENATE MEETING

April 4, 2012

The Faculty Senate of Southeast Missouri State University met on Wednesday, April 4, 2012, in the UC Redhawks Room. The following Senators were present: Kevin Dickson (Chair), Diane Wood (Membership Chair), Rick Althaus, Doug Atwood, Larry Bohannon, Marcus Bond, Stephanie Chamberlain, Brandon Christensen, Eric Clements, Don Jung, Ziping Lui, Charles McAllister, Phil Nacy, Tiffany Parker, Jian Peng, David Powell, Joyce Renaud, Desma Reno, Claudia Ruediger, Seidu Sofo, Carol Veneziano, Willie Redmond, Julie Weathers, Victor Wilburn, and Chris Wubbena. The following alternates were in attendance: Brooke Clubbs and Haohao Wang. Administrative Liaison Bill Eddleman and Student Government Liaison Rebecca Masur were also in attendance. Janice Ward, Debra Lee-DiStefano and Sophia Scott were not in attendance or represented by an alternate.

Allen Gathman and Dave Starrett were in attendance as guests.

Approval of Minutes

The minutes from February 1, 2012 (46.11) were approved with no amendments.

Old Business

Chair Dickson brought forth Bill 12-A-13 for discussion. This bill, regarding Kent Library College Council, was returned to the Faculty Senate by the President. The Executive Committee met with President Dobbins to understand the issues with the bill. Discussions across campus can begin in the fall.

Senator Wilburn moved to strike language on line 39 of Bill 12-A-13 and Senator Peng seconded. A vote was taken with all in favor, 1 opposed and 2 abstentions. Bill 12-A-13 passed as amended.

Senator Wilburn brought forth Resolution 12-4 Grievance Committee Charge Resolution. Senator Wilburn moved to approve Resolution 12-4 and Senator Wang seconded. Discussion followed. Senator Redmond called the question to take a vote by raise of hand. 6 were for approval, 10 plus were against and 5 plus abstained. The motion to approve Resolution 12-4 failed. Resolution 12-4 was not passed.

Senator Althaus brought forth Bill 12-A-14 – “Revising the “Research” Description of Faculty Professional Responsibilities by establishing a “Policy” section regarding Scientific Misconduct”. Senator Althaus moved the acceptance of this bill and Senator Christensen seconded. Discussion followed. A vote was taken and Bill 12-A-14 passed unanimously.

Senator Althaus brought forth Bill 12-A-15 – “Revising the “Research” Description of Faculty Professional Responsibilities by establishing a “Procedures” section regarding Scientific Misconduct”. Senator Althaus moved the acceptance of this bill and Senator Christensen seconded. Discussion followed. A vote was taken and Bill 12-A-15 passed unanimously.

Senator Althaus brought forth Bill 12-A-16 – “Revising the “Research” Description of Faculty Professional Responsibilities by establishing a “Policy” section regarding Research involving Human Subjects”. Senator Althaus moved the acceptance of this bill and Senator Sofo seconded. Discussion followed. A vote was taken and Bill 12-A-16 passed unanimously.

Senator Althaus brought forth Bill 12-A-17 – “Revising the “Research” Description of Faculty Professional Responsibilities by establishing several “Procedures” sections regarding Research involving Human Subjects”. Senator Althaus moved the acceptance of this bill and Senator Christensen seconded. Discussion followed. A vote was taken and Bill 12-A-17 passed unanimously.

Senator Jung brought forth Bill 12-A-18 – Revising “Class Attendance” to establish a Policy Section. Senator Jung moved the acceptance of this bill with a second from Senator Bohannon. Discussion followed. A vote was taken and Bill 12-A-18 passed unanimously.

Senator Jung brought forth Bill 12-A-19 – Revising “Class Attendance” to establish a Procedures Section. Senator Jung moved the acceptance of this bill with a second from Senator Wubbena. Discussion followed. A vote was taken and Bill 12-A-19 passed unanimously.

Senator Jung brought forth Bill 12-A-20 – Revising “Examinations and Grades” to establish a Policy Section. Senator Jung moved the acceptance of this bill with a second from Senator Ruediger. Discussion followed. A vote was taken and Bill 12-A-20 passed with one abstention.

Senator Jung brought forth Bill 12-A-21 – Revising “Examinations and Grades” to establish a Procedures Section. Senator Jung moved the acceptance of this bill with a second from Senator Wubbena. Discussion followed. A vote was taken and Bill 12-A-21 passed unanimously.

Senator Jung brought forth Bill 12-A-22 – Revising “Eight-Week Interim Grades” to establish a Policy Section. Senator Jung moved the acceptance of this bill with a second from Senator Wubbena. Discussion followed. A vote was taken and Bill 12-A-22 passed unanimously. Senator

Jung brought forth Bill 12-A-23 – Revising “Examinations and Grades” to establish a Procedures Section. Senator Jung moved the acceptance of this bill with a second from Senator Wood. Discussion followed. A vote was taken and Bill 12-A-23 passed unanimously.

New Business

Senator Jung introduced Credit Hour Definition response to federal mandate, language from the Provosts' office. This will add a new Faculty Handbook section. Alan Gatham reviewed content previously with the Faculty Senate.

Reports

Senator Chamberlain discussed MAFS from February. Passage of Resolution on House Bill 12-29 regarding student recording devices. The motion passed calling for advocacy committee with reps from member universities. Senator Chamberlain gave a report from Governors advisor, Dr. Nitzel, in higher education. Senator Chamberlain was re-elected for a 2-year term as MAFS President.

Chair Report

Chair Kevin Dickson reported on the Benefit subcommittee meeting and asked for feedback to be sent. He spoke of a new committee regarding special course fees which will be a subcommittee of budget review. Program Review will look at Computer Science and Athletic Training. Student Evaluation of Instruction was rejected due to non ability of deans to review and visit with Academic Affairs Committee.

Administrative Liaison Report

Dr. Bill Eddlemen reported on the SEMO in the Year 2020 committee. They are still looking for input regarding this committee. The Steering Committee meets Monday. There will be an Executive staff meeting April 16, 2012. On April 17, 2012 Administrative Council will meet. They are looking for final reports and recommendations by the end of April. Dr. Eddlemen spoke about Budget Review. There are eight open positions TT to RNTT. They are trying to get vacant positions eliminated.

Dr. Eddlemen spoke about RNTT to staff (no teaching); 3% operations reduction (4% others); Strategic not across the board. He also spoke regarding cost of continuing.

Student Government Liaison

Student Government Liaison Rebecca Masur reported that the Student Government elections have ended and the results will be in tomorrow. She also let the senate know that there will be discussion with the students regarding research. End Report.

Adjournment

The Faculty Senate adjourned at 5:06 p.m. The next Faculty Senate Meeting will be held April 11, 2012 at 3:00 pm in the UC Indian Room.
