MINUTES OF THE FACULTY SENATE MEETING
October 3, 2012
The Faculty Senate of Southeast Missouri State University met on Wednesday October 3, 2012, in the UC Redhawks Room. The following Senators were present: Janice Ward, Diane Wood, Debra Lee-DiStephano, Brandon Christensen, Marcus Bond, Charles McAllister, Eric Clements, Kevin Dickson, Claudia Ruediger, Rick Althaus, Tiffany Parker, Joyce Renaud, Don Jung, Jian Peng, David Powell, Stephanie Chamberlain, Chris Wubbena, Jeff Luetkenhaus, Carol Veneziano, Susan Wehring, Zipping Liu, Larry Bohannon, Desma Reno, Willie Redmond, Sophia Scott, and Doug Atwood. The Provost Ron Rosati was also in attendance. The following alternates were present: Brooke Clubbs. Student Government Liaison Bethany Rosenthal was also present. Not in attendance or represented by an alternate was Candide Walton, Julie Weathers, and Victor Wilburn. President Dobbins was in attendance as a guest.
Approval of Minutes
The following minutes were approved: April 4(46.15), April 11(46.16), April 18(46.17), April 18(47.1), May 2(47.2), September 5(47.3), and September 19(47.4)
President Dobbins began by thanking the Faculty Senate for all their hard work. He stated that there has been a lot accomplished and he is thankful for the cooperation and collaboration.
President Dobbins discussed how class sizes have grown. Now, the classes are averaging about 25 students per class. President Dobbins talked about the budget. He stated that MOSERS has increased 2.5%. He believes the faculty and staff salaries need to be evaluated. There will be a consultant hired to lead strategic planning and evaluate salaries.
President Dobbins stated there is a 74% tenure track to 26% RNTT ratio and we need to look within the ranks of faculty that are actually tenure track and find out how many are not tenured yet and how many are full professors.
President Dobbins also stated that there needs to be an opportunity for an external person to come in and talk to the Senate privately to address the President and Provost evaluations.
No new business
Senator Charles McAllister moved the approval of the Faculty Senate bill titled Revising Student Evaluation of Instruction to establish a procedure section. Senator Jung seconded. McAllister stated that the deans only want these evaluations for improvement in teaching. Much discussion followed with many senators contributing feedback gathered from their departments. Senator Lee-DiStephano moved to table the bill until the next meeting in the interest of time. Senator Eric Clements seconded.
Provost Rosati informed the Senate that there will be college wide meetings this fall. There are four Department Chairs due for evaluations this year. Also there is a proposal forthcoming to form a military science department in the College of Health and Human Services to house the Missouri National Guard Gold Program. This will be similar to the Air Force ROTC program. This will include a proposed minor in Military Science. The University is searching for five Department Chairs and one College Dean and plan on having interviews for these positions by the end of the semester. There is a new Director of University Studies, Dr. Wayne Bowen. Lastly, faculty may begin submitting mid-term progress reports on Friday October 5 at 5 p.m. They may be submitted through My Southeast Self-Service or GradeA.
Chair Janice Ward announced that all paper work for two years of handbook updates is being completed. Dean Starrett and SLO committee will be at the October 17th Senate meeting to get feedback and update the Senate on the SLO process. Dr. Ward attended a meeting of the Academic Affairs Committee with Provost Rosati, President Dobbins, and Dr. Eddleman to discuss the Master Faculty Advisor Designation. Also, two bills will be ready for the next October Board of Regents meeting: Incomplete Grades Policy and Procedure, 12-A-26 and 12-A-27.
Student Government Liaison
Bethany Rosenthal stated that they have set a date for the A.L.I.C.E. training. It will be from November 12-16. They want as many staff and faculty as possible involved in this. Bethany asked the Senate for feedback regarding the best times to hold the training. She will let everyone know when they have the times set.
Academic Affairs: Senator McAllister reported that the committee has been meeting and will continue to work on the bills Repeating Courses and Student Evaluation. They will also be working on the Master Faculty Advisor designation.
Faculty Compensation: Senator Redmond reported that President Dobbins had discussed hiring a consultant to evaluated faculty and staff salaries. He also, stated that the language in the handbook needs to be changed to allowing faculty to teach three classes instead of two classes during the summer. The Provost informed the Senate that during the winter and summer sessions, faculty is allowed to teach two sections of online classes and get paid for two courses.
Documents: Senator Wubbena informed the Senate that they are reviewing the Constitution article by article and then will be moving on to bylaws. They think the Constitution is the first priority. Also, the language in the handbook that states there is an archivist may need to be revised.
Governance: Senator Jung stated they are determining what handbook revisions are needed. They will be bringing forward two sections which are Department Chair and Department Chair Person.
Senator Christensen reported the committee will be meeting next week to start working on their charges.
Membership: No Report.
Senator Christensen presented two emeritus bills. The bills were voted on and both passed.
The Faculty Senate adjourned at 4:56 pm.
The next Faculty Senate meeting will be held on October 17, 2012 at 3:00 pm in the UC Missouriana/Redhawks Room.
