MINUTES OF THE FACULTY SENATE MEETING
December 1, 2010
The Faculty Senate of Southeast Missouri State University met on Wednesday, December 1, 2010, in the Missouriana/Redhawks Room of the University Center. Attending were: Sophia Scott (Chair), Kevin Dickson (Chair-elect), Janice Ward (Membership Chair), Rick Althaus, Larry Bohannon, Stephanie Chamberlain, Brandon Christensen, Eric Clements, Don Jung, Debra Lee-DiStefano, Charles McAllister, Rachel Morgan Theall, David Naugler, Walt Paquin, Jian Peng, David Powell, Willie Redmond, Joyce Renaud, Rick Sebby, Sven Svenson, Larry Underberg, Carol Veneziano, Haohao Wang, Diane Wood, Chris Wubbena, and alternates Mary Elizabeth Ambery, Daniel Beard, and Karl Suhr. Also in attendance were Provost Ronald Rosati, Debbie Fulton, Susan Swartout and Student Government Liaison Daniel Schuenemeyer. Not in attendance or represented by an alternate were: Elaine Jackson and Phil Nacy.
APPROVAL OF MINUTES
The minutes of November 3 (45.8) and November 17 (45.9) were approved with one correction adding Senator Larry Underberg as making the motion to approve the minutes of October 20 (45.7), by a voice vote of the Senate after a motion by Senator Rick Althaus which was seconded by Senator Joyce Renaud.
A motion to approve Senate Bill 10-A-13 Separation of Policy and Procedures was made by Senator Walt Paquin and seconded by Senator Rick Althaus. Discussion followed. Two amendments were suggested. The first was two replace the phrase “vetted by the Faculty Senate and the President” with the phrase “with recommendations by the Faculty Senate and the president.” The second was to strike the first sentence in the first paragraph under the Procedures heading which discussed procedures being informal or formal and specific to departments or applying to the entire institution. A motion to call the question was made by Chair-Elect Kevin Dickson and seconded by Senator Walt Paquin. The amended bill was passed unanimously by a voice vote.
Senator Jian Peng made a motion to consider only the policy portions of Bill 10-A-14 Retrenchment and Restructuring and to consider the procedures at a later meeting. This motion was seconded by Senator Joyce Renaud. The motion passed unanimously by a voice vote.
Senator David Naugler made a motion to separate the policy for retrenchment from the policy for academic restructuring and to vote on the two policies as two separate bills. The motion was seconded by Senator Stephanie Chamberlain. The motion passed unanimously by a voice vote.
Senator Rick Althaus moved to approve Senate Bill 10-A-14 Policy on Retrenchment. This motion was seconded by Senator Diane Wood. Discussion followed. Senator Stephanie Chamberlain made a motion to change the phrase stating, “the president will consult with the Faculty Senate” to “the president will demonstrate to the Faculty Senate” in the first step in the policy for declaring financial exigency. This motion was seconded by Senator Larry Underberg. The motion did not pass by a majority voice vote. Senator Joyce Renaud moved to pass the bill as written. Senator Debra Lee-DiStefano seconded this motion and it passed by a majority voice vote.
Senator Rick Althaus moved to approve Senate Bill 10-A-15 Policy on Academic Restructuring. This motion was seconded by Senator Janice Ward. Two sentences were added to the bill as amendments and the details of the proposal format were removed from the bill to be placed in the procedures section for approval at a later Senate meeting. The first sentence added was: “A proposal for Academic Restructuring must be submitted in the approved format as defined in the Procedures section.” The second sentence included due to a suggestion by the Student Government Liaison Daniel Schuenemeyer was “If a program is discontinued, the University will make every reasonable effort to assist affected juniors, seniors, and graduate students in the completion of their program degree.” The amended bill passed by a majority voice vote.
Senator Rick Althaus moved to approve Senate Bill 10-A-16 Policy on Academic Program Review. The motion was seconded by Senator Janice Ward. Student Government Liaison Daniel Scheunemeyer also requested that the second sentence added to Senate Bill 10-A-15 be added to this bill: “If a program is discontinued, the University will make every reasonable effort to assist affected juniors, seniors, and graduate students in the completion of their program degree.” This addition was made and the motion was passed by a majority voice vote.
OTHER AGENDA ITEMS
All other agenda items were deferred until a future meeting of the Senate.
A motion to adjourn (Redmond/Althaus) was made.
The next Faculty Senate meeting will be on Wednesday, February 2, 2011, at 3 p.m. in the UC Missouriana/Redhawks Room.
