2010-2011 Year-End Report

Members:
Rick Althaus (Chair), Brandon Christensen, Debbie Lee-DiStefano, Dan Lauder, Dixie McCollum, Matt Olsen, Seidu Sofo, Scott Thorne, and HaohaoWang.

The Professional Affairs Committee met eleven times during the year from September 8, 2010 to April 13, 2011.

Summary of Committee Activities:

1.The Committee recommended to the Senate and the Senate passed 7 bills recommending that emeritus/emerita status be conferred on 11 retiring faculty, representing a total of 365 years of service to the University.

2.The Committee recommended to the Senate and the Senate passed one bill recommending minor changes to the Faculty Tenure and Promotion Policy of Chapter 2 of the Faculty Handbook.

3.The Committee recommended to the Senate and the Senate passed four bills recommending a realignment of and minor modifications to the content of Chapter 4 of the Faculty Handbook, dealing with professional development.

4.The Committee monitored and discussed state events that could affect the issue of the University's nondiscrimination statement with regard to sexual orientation.

5.The Committee twice endorsed a bill from the Compensation Committee regarding calculation of and reporting of faculty salary increases.

6.The Committee recommended to the Documents Committee corrections and modifications of the Handbook's Chapter 1 description of the University Tenure and Promotion and Sabbatical Cleave Advisory Committee.

Agenda items for the year:

A. The Chair of the 2009-2010 Committee, Daniel MacLeay, recommended that the Committee work on the following:

1. Follow-up with requested revisions to departmental tenure/promotion criteria.

NOT COMPLETED

2. Participate in the revisions of the Handbook [relating to program review].

COMPLETED by making recommendations to the Ad Hoc Committee, and by having a Committee member (Althaus) serve on the Ad Hoc Committee.

3. Gather and study all departmental policies dealing with faculty termination or reassignment.

Became moot because of the work of the Ad Hoc Committee.

B. The Chair of the 2010-2011 Faculty Senate, Sophia Scott, initially charged the Committee with the following:

1. Participate in the process of reconciling the September 19, 2003 Board memo with existing Handbook provisions concerning program discontinuance and faculty employment.

COMPLETED by making recommendations to the Ad Hoc Committee, and by having a Committee member (Althaus) serve on the Ad Hoc Committee.

2. Conduct follow-up on tenure/promotion criteria, to bring those criteria into compliance with Handbook provisions regarding use of student evaluation of instruction data.

NOT COMPLETED

C. The Chair of the 2010-2011 Faculty Senate, Sophia Scott, also charged the Committee with the following:

1. Prepare recommendations regarding revisions of the following sections of the Handbook:

Chapter 2, Sections D 1-5

NOT COMPLETED--Had preliminary discussion with Provost.

Chapter 2, Section F
(Tenure and Promotion Policy)

COMPLETED--Committee recommended and Senate passed Bill 11-A-20.

Chapter 4 (professional development opportunities)

COMPLETED--Committee recommended and Senate passed Bills 11-A-21, 11-A-22, 11-A-23, and 11-A-24.

Recommended Agenda items for the 2011-2012 year:

1. Revisit the issue of Departmental Tenure and Promotion Criteria and their compliance with the Handbook policy on Student Evaluation of Instruction data.

2. Continue to monitor and report on state events that might permit the inclusion of sexual orientation in the University's nondiscrimination statement.

3. Continue to recommend revisions of the assigned sections of the Faculty Handbook, including:

Chapter 2, Sections D 1-5 (faculty designations)

Chapter 3, Sections A, B, D, and E (ethics, conflict of interests, research, and service)

Chapter 7 (miscellaneous policies)
