FACULTY SENATE SOUTHEAST MISSOURI STATE UNIVERSITY

FACULTY SENATE RESOLUTION 04-06

LIBRARIAN FACULTY STATUS

WHEREAS: the faculty status of librarians was guaranteed in Faculty Senate Bill 85-A-03, which was approved by the President and the Board of Regents in 1985, and has been a portion of the Handbook since that time, and

WHEREAS: the American Association of University Professors (AAUP) adopted a strong statement concerning the faculty status of librarians (the “Joint Statement on Faculty Status of College and University Librarians,”[1]) over 30 years ago, and

WHEREAS: the AAUP statement acknowledges the teaching and research roles of librarians, and states that “[T]he function of the librarian as participant in the process of teaching and research is the essential criterion of faculty status,”[2] and

WHEREAS: the statement of the library faculty at Southeast Missouri State University clearly sets forth their significant participation in teaching and research, and

WHEREAS: the AAUP statement asserts that faculty status for librarians entails the same rights and responsibilities as for other faculty members, and continues: “They should have corresponding entitlement to rank, promotion, tenure, compensation, leaves, and research funds, and the protection of academic due process,”[3] and

WHEREAS: the AAUP statement requires a faculty senate or faculty body role for actions involving faculty status, and

WHEREAS: Ernest Boyer asserts that “Librarians are teachers. They should, therefore, be treated like teachers….If librarians are faculty members, it means they are full members of the academic community. They take part in faculty committees and are usually eligible for tenure,”[4] and

WHEREAS: Librarians' activities are fully congruent with the portion of the Southeast mission statement that says that, “The University, through teaching and scholarship, challenges students to extend their intellectual capacities, interests, and creative abilities; develop their talents; and acquire a lifelong enthusiasm for learning,” and

WHEREAS: Ten out of thirteen public four-year institutions in Missouri accord faculty status to librarians, and

WHEREAS: the faculty feedback received by the Professional Affairs Committee has overwhelmingly favored retention of faculty status for librarians, and

WHEREAS: President Dobbins has indicated that he supports “Shared governance and open discussion…”[5]

THEREFORE BE IT RESOLVED THAT: the Faculty Senate of Southeast Missouri State University agrees with President Dobbins about the value of “Shared governance and open discussion;” affirms its support for the AAUP “Joint Statement on Faculty Status of College and University Librarians;” and therefore asserts that no action regarding faculty status of any group should ever be contemplated without approval “…by the senate or the faculty at large before submission to the president and to the governing board for approval,”[6] and

BE IT FURTHER RESOLVED: that the Faculty Senate of Southeast Missouri State University finds that the library faculty participate in a significant manner in teaching and research, and have the same needs for the guarantee of academic freedom that is essential for the professoriate, and

BE IT FURTHER RESOLVED: that the Faculty Senate of Southeast Missouri State University believes that the integrity of the institutional knowledge base is assured only by the academic freedom and responsibility inherent in faculty status for librarians, and

BE IT FURTHER RESOLVED: that the Faculty Senate of Southeast Missouri State University asserts in the strongest possible terms that librarians should retain and continue to be accorded faculty status, along with the same rights and responsibilities as other faculty.
