States require that Southeast Online be in compliance with their regulations to deliver university-level distance/online education to their residents. Each state handles this process differently.
Southeast Online is in compliance with 50 states to offer university-level online programs. 48 states are members of NC-SARA. As a public institution, Southeast Missouri State University is not required to seek approval from the Departments of Education in non-SARA states (California and Massachusetts).
What is the State Authorization Reciprocity Agreement (SARA)?
The State Authorization Reciprocity Agreement (SARA) established uniform standards for physical presence. Missouri became a SARA state in November 2014, and Southeast Missouri State University became a SARA institution in August 2015. Through reciprocity, an institution authorized under SARA in its home state would be considered authorized in all other SARA states. Currently, 48 states are SARA members. The only non-SARA states are Massachusetts and California.

Southeast Online courses and programs are available to students in all SARA states
with the following exceptions:
RN-BSN: Due to varying licensure requirements from State Boards of Nursing, we are only able to admit students into this program from Arkansas, Illinois, Kentucky and Missouri. We check the status of licensure in AR, IL and KY on a 6-month basis. If you live in these states and have questions, please contact us to review licensure requirements.
Southeast Missouri State University programs leading to licensure and/or advanced practice certification/endorsement, whether delivered online or face-to-face, satisfy the academic requirements for those credentials set forth by the State of Missouri. Requirements for licensure and/or advanced practice certification/endorsement eligibility vary from one profession to another and from state to state.
If you are interested in a Southeast Online program that leads to professional licensure and/or have a license and seek advanced practice certification/endorsement, please check with the appropriate licensing body in the state where you intend to practice to verify that the desired Southeast Online program will meet the eligibility criteria for the credentials you seek.
