Student parking has multiple common permit types, with the most common choices being a resident or commuter type permit.

Residents are students who are enrolled in classes and living in one of Southeast's residence halls. Students changing residence halls or moving off campus should contact Parking Services about replacement permits and waiting list arrangements.

Commuters are students enrolled at Southeast who do not live in a Residence Hall on campus. These students can get a parking permit starting their freshman year. 

Common Permit Options

Preferred parking is student parking located near the interior of campus. Preferred parking permits are distributed at a low permit-to-space ratio to ensure availability of spaces for permit holders. Those individuals applying for but not receiving preferred parking will be issued a perimeter permit unless otherwise noted on the application, and their name will be placed on a waiting list. Waiting list assignments are made only for those students who have purchased perimeter parking. After a preferred group is filled, any available spaces will be filled from the waiting list. Only one preferred parking assignment will be made and will be effective for the academic year. Once it has been assigned, the permit is valid only for that preferred group and perimeter lots.

Preferred parking is sold in the fall semester at a cost of $190 and will remain valid for the academic year. Any preferred parking issued during the spring semester is sold at a reduced fee of $143.

Preferred Resident

Preferred Resident parking is available to those students enrolled and living in residence halls. Students living in LaFerla Hall must have completed 30 hours of course work to qualify for preferred parking.

Preferred Resident A is located at the Towers/Greek complex. Preferred Resident B is located near Myers, Merick and Vandiver Halls. Greek Village is located near the Show-Me Center. Dobbins Hall is at the River Campus. Preferred Resident LF is at LaFerla Hall.

Permit distribution for preferred resident permits:

  • 65 percent of permits to students with 90 or more credit hours.
  • 30 percent of permits to students with 60-89 credit hours.
  • 4 percent of permits to students with 30-59 credit hours.
  • 1 percent of permits to students with 29 or less hours.

Preferred Commuter

Preferred Commuter parking is available to students who do not live in Residence Halls and have completed 30 hours of coursework.

Preferred Commuter A is located near Seabaugh Polytech and Johnson Hall. Preferred Commuter B is located near Dempster and Scully. Preferred Commuter C is located near the Grauel building. Preferred Commuter D is located at the River Campus.

Seniority permit distribution for preferred commuter permits:

  • 65 percent of permits to students with 90 or more credit hours.
  • 30 percent of permits to students with 60-89 credit hours.
  • 5 percent of permits to students with 30-59 credit hours.

Perimeter parking is located on the perimeter of campus. Perimeter parking is available to commuter students with 29 or less completed hours, or commuters who choose it. These lots are valid for any permit type and should be used when other parking lots are full.

Perimeter parking lots are served by a shuttle Monday through Friday, between the hours of 7:30 a.m. and 4:30 p.m. Perimeter lots are also served seven days a week by an evening shuttle making regular stops between the hours of 4:30 p.m. to 2 a.m.

Perimeter parking is sold in the fall semester at a cost of $140.00 and will remain valid for the academic year. Perimeter parking issued during the spring semester is sold at a reduced fee of $105.00 and is valid for the spring and summer semesters. Summer permits are issued at a cost of $79.

Perimeter resident students may park in the lower level of the parking garage in parking lot 5-1, and parking lot 1-7 on the corner of Broadway and Pacific or parking lot 1-6 on the corner of Broadway and Park streets.

Perimeter Commuter Students will park in the two surface parking lots south of the parking deck in parking area 5-1. These lots will be reserved for any commuter between hours of 7 a.m. and 2:30 p.m.

Vehicles displaying perimeter parking permits must use perimeter parking lots between the hours of 7 a.m. and 2:30 p.m. Preferred commuter lots may be used between the hours of 2:30 p.m. and 7 a.m. Employee lots at academic buildings may be used between the hours of 5 p.m. and 7 a.m. Parking in employee lots located near residence halls is prohibited.

Perimeter parking lot 5-1 (Pig Lot) is located on the North side of campus behind the Show Me Center. Areas 1-2, 1-4, and 1-7 (Corner of Broadway and Pacific) are located on the south side of campus.

Parking Services offers Evening Only permits for students who attend only evening classes or students who choose to park on campus after 2:30 p.m. only.

Evening permits are valid between the hours of 2:30 p.m. and 7 a.m. in any preferred commuter lot, and between the hours of 5 p.m. and 7 a.m. in employee lots at academic buildings. Students purchasing Evening Only permits may park in preferred commuter and perimeter lots during the summer semester.
Evening Only permits are sold in the Fall semester at a cost of $75 and will remain valid for the academic year. Evening Only permits issued during the spring semester are sold at a reduced fee of $56 and are valid for the spring and summer semesters. The evening permit may be upgraded to perimeter parking at the current perimeter permit rate.

Permits purchased in the fall and spring semesters of the academic year are valid for summer sessions. Parking is allowed in any student parking lot for summer sessions. Students may purchase a summer permit for $79 if they do not have a current permit from the previous fall or spring semester.

Students enrolled in both high school and the University who choose to use on campus parking lots, must display a current University parking permit. Parking permits are valid for the current semester only. Students may choose the option best suited to their needs.

Perimeter Parking

Perimeter parking is available at no charge and is valid from 20 minutes before to 20 minutes after the class period.

Preferred Parking

Preferred parking may be purchased at a cost of $95 and will be valid from 10 minutes before to 10 minutes after the class period.

Motorcycle & Scooter Parking

Permits are available as a regular parking permit option for students at the cost of: • Fall, Spring and Summer - $75

  • Spring and Summer - $56
  • Summer - $42 Permits are available as additional or upgrade parking permit option for students when a regular permit for a motor vehicle has been purchased during the same academic period at a cost of:
  • Fall, Spring and Summer - $25
  • Spring and Summer - $15
  • Summer - $5 Permits must be displayed on the front fork, fender or windshield. The permit number must be visible from the front of the motorcycle. Failure to register a motorized scooter/motorcycle will result in University parking citations when appropriate and/or impounding or towing when necessary. Citations and impounding will be issued using current University parking policy and violation fines.

Temporary parking

If a student needs to drive a vehicle other than the one with their parking permit, a temporary permit must be obtained from Parking Services for a fee of $1 a day and $5 per week, and displayed from the rearview mirror of the vehicle being driven. Temporary parking is assigned based on the lot for which the purchased decal is valid.

If a vehicle will be parked on campus temporarily, and no decal has been previously purchased, a special permit can be obtained for display, and parking will be restricted to perimeter parking lots.

Disabled Parking

Only vehicles displaying state issued disabled license plates or hang-tag may park in disabled spaces. Students must display a perimeter parking permit in addition to the disabled license plate or disabled hang-tag when parked on campus parking lots. Students are encouraged to bring documentation of disabled plate and/or hang-tag into Parking Services.

If marked disabled spaces are full, parking is available in any regular parking space with a University permit and a state disabled license plate or hang-tag. Students who require disabled parking but do not have disabled license plates or hang-tag should contact the licensing agent of the state of residency for appropriate licensing. Licenses for both permanent and temporary disabilities must be coordinated through the state licensing agent. Applicants must provide state receipts of license to verify hang-tag use.

Disabled spaces are illustrated on the campus map by the wheelchair symbol. Disabled parking violations are issued pursuant to RSMO 301.142.1 and Cape Girardeau City Ordinance.

Parking Application

You can apply two ways for your permit, online through your portal or by contacting Parking Services by phone or email. Please apply using only one method. Commuter permits will be mailed to the address on file with the University. Resident permits will be mailed to the student's on campus address.

The preferred form of application is online through your University portal. To access the permit application:
