Program approval processes for each of these types of proposals are described below.
New Program (Major)
- Aproposal for a new major is prepared, typically by a faculty member or a committee of faculty members, and brought before the department. Proposers are advised to work with the Office of the Vice Provost in the initial preparation to insure that issues related to need, collaboration, resource demand, and curricular structure are addressed at the outset. Proposals should be submitted using the template devised by the Office of the Vice Provost containing all required CBHE forms.
- The department reviews the proposal, and if approved it is submitted to the appropriate college council.
- If the proposed new program requires courses offered by departments other than the proposing department, written approval from the additional departments is obtained before the program is taken to college council.
- The college council and dean review the proposal.
- After approval by the college council and the dean, the dean submits the proposal to Academic Council for consideration.
- Once endorsed by Academic Council, the proposal is submitted to the Provost for approval.
- Upon approval by the Provost, the proposal is submitted to the Southeast Missouri State University Board of Regents for approval.
- Upon approval by the Board of Regents, the proposal is submitted to the Missouri Coordinating Board for Higher Education for review. (Go to CBHE web site to learn more about CBHE procedures for new programs.)
- Once approved by the Coordinating Board for Higher Education, the new major is considered approved. The Office of the Provost notifies the dean, chairperson, and Registrar of approval.
Off-Site Delivery of an Existing Program
- A proposal for off-site delivery is prepared, typically by a faculty member or a committee of faculty members, and brought before the department. Proposers are advised to work with the Office of the Vice Provost in the initial preparation to insure that issues related to need, collaboration, resource demand, and curricular structure are addressed at the outset. - The college council and dean review the proposal.

New Option

Proposers are advised to work with the Office of the Associate Provost in the initial preparation stage to insure that the proposed curricular structure meets CBHE requirements for options within an existing major. (Proposals should be submitted with the CBHE Program Change form completed.)
- The department reviews the proposal, and if approved it is submitted to the appropriate college council.
- If the proposed new option requires courses offered by departments other than the proposing department, written approval from the additional departments is obtained before the program is taken to college council.
- The college council and dean review the proposal.
- After approval by the college council and the dean, the dean submits the proposal to Academic Council for consideration.
- Once endorsed by Academic Council, the proposal is submitted to the Provost for approval.
- Upon approval by the Provost, the proposal is submitted to the Southeast Missouri State University Board of Regents for approval.

New Minor

Proposers are advised to work with the Office of the Associate Provost in the initial preparation to insure that the structure, objectives, and anticipated outcomes of the minor accord with University policy. (Proposals should use Southeast's Minor Proposal Form.)
- The department reviews the proposal, and if approved it is submitted to the appropriate college council.
- If the proposed new minor requires courses offered by departments other than the proposing department, written approval from the additional departments is obtained before the program is taken to college council.
- The college council and dean review the proposal.
- After approval by the college council and the dean, the dean submits the proposal to Academic Council for consideration.
- Once endorsed by Academic Council, the proposal is submitted to the Provost for approval.

Significant Change in an Existing Program
- A proposal for a significant change in a program is prepared, typically by a faculty member or a committee of faculty members, and brought before the department. Proposers are advised to work with the Office of the Associate Provost in the initial preparation stage to determine whether the proposed change is significant and needs to go through the following process. (Proposals may be submitted in a standard memorandum with accompanying materials showing the curriculum both before and after the proposed change.)
- The department reviews the proposal, and if approved it is submitted to the appropriate college council.
- If the proposed change involves courses offered by departments other than the proposing department, written approval from the additional departments is obtained before the program is taken to college council.
- The college council and dean review the proposal.
- After approval by the college council and the dean, the dean submits the proposal to Academic Council for consideration.
- Once endorsed by Academic Council, the proposal is submitted to the Provost for approval.

Name Change in an Existing Program
- A proposal for a name change in a program is prepared, typically by a faculty member or a committee of faculty members, and brought before the department. The proposal, including a rationale, may be sent forward in a standard memorandum along with the CBHE Program Change Form completed.
- The department reviews the proposal, and if approved it is submitted to the appropriate college council.
- The college council and dean review the proposal.
- After approval by the college council and the dean, the dean submits the proposal to Academic Council for consideration.
- Once endorsed by Academic Council, the proposal is submitted to the Provost for approval.
- Upon approval by the Provost, the proposal is submitted to the Southeast Missouri State University Board of Regents for approval.
- Once approved by the Board of Regents, the name change is considered approved. The Office of the Provost notifies the Coordinating Board for Higher Education, dean, chairperson, and Registrar of the approval.
Deletion of an Existing Program
- A proposal for the deletion of a program is prepared, typically by a faculty member or a committee of faculty members, and brought before the department. The proposal for a deletion with rationale may be sent forward in a standard memorandum, along with the CBHE Program Change Form completed.
- The department reviews the proposal, and if approved it is submitted to the appropriate college council.
- The college council and dean review the proposal.
- After approval by the college council and the dean, the dean submits the proposal to Academic Council for consideration.
- Once endorsed by Academic Council, the proposal is submitted to the Provost for approval.
- Upon approval by the Provost, the proposal is submitted to the Southeast Missouri State University Board of Regents for approval.
- Once approved by the Board of Regents, the proposed deletion is considered approved. The Office of the Provost notifies the Coordinating Board for Higher Education, dean, chairperson, and Registrar of the deletion.
