The Southeast Missouri State University Board of Governors has approved a $158.4 million balanced operating budget for Fiscal Year 2026, reinforcing the University’s commitment to delivering high-quality, affordable education while investing in its people and operations.
The FY26 budget, which begins July 1, supports SEMO’s core mission through its Education & General (E&G), Designated, and Auxiliary fund budgets. The E&G budget, primarily funded by tuition, fees, and state appropriations, sustains academic instruction and essential operations. Designated funds execute specialized activities, such as the University School for Young Children as an example, through a combination of operating revenues and University support. Auxiliary funds support operating centers such as Residence Life, Textbook Rental and Student Recreation.
“Our budget reflects SEMO’s ongoing focus on student access, academic quality and operational sustainability,” said Diana Harley, interim vice president of Finance and Administration. “We are making smart investments in our people, programs and infrastructure to ensure long-term strength and student impact.”
The FY26 budget incorporates:
- A 3.1% average increase in undergraduate tuition and fees, approved by the Board at its May 2025 meeting
- A 3.3% average increase in room and board rates, approved by the Board at its February 2025 meeting
- An anticipated $1.6 million increase in state operating appropriations, bringing SEMO’s total state support to $55.2 million
“SEMO delivers academic excellence, a regional economic impact, and a student-centered environment because of the contributions of the faculty, staff and students who work here,” said SEMO President Dr. Carlos Vargas. “The budget includes a 3% merit increase for employees. Because SEMO is exempt from the paying the Missouri minimum wage rate, the budget raises the minimum wage for student workers to $10.50 per hour.”
Effective July 1, the approved budget also includes a $15 per hour minimum wage for full-time employees.
